The Seoul Metropolitan Government (SMG)'s 11-year-old incentive program for drivers who leave their cars at home once a week has come under attack as one study found it does little to reduce traffic.

According to the Seoul Institute affiliated with SMG, Tuesday, the program contributed to reducing traffic in Seoul by only 1.1 percent last year. The city government has spent almost 10 billion won annually to mainntain the program since the program was adopted in 2003.

The official said SMG will hold public hearings from June 19 to discuss the fate of the disputed program.

A study conducted by the institute showed 842,000 cars were participating in the incentive program as of September last year, 35.8 percent of entire cars registered in the capital.
